Ferry transport operators represented by the Indonesian Ferry Operators Association (Gapasdap) have expressed objections to the current tariff applied on the Lembar Port (West Lombok, NTB) – Padangbai Port (Karangasem, Bali) route, arguing that it does not yet reflect an economically viable rate for shipowners. This study aims to determine the minimum feasible tariff required to cover vessel operational costs, as well as to assess users’ ability and willingness to pay (ATP and WTP) for ferry services on this route. The methods employed include the Required Freight Rate (RFR) approach to calculate the minimum tariff based on annual vessel operating costs, and the Ability to Pay (ATP) and Willingness to Pay (WTP) methods to evaluate users’ financial capacity and preferences regarding current fares. Data were collected through field observations, interviews, and questionnaires distributed to service users. The results show that the minimum tariff based on 100% load factor is IDR 61,028, increasing to IDR 76,284 at 80% load factor, and IDR 101,713 at 60% load factor. The average actual load factor observed in the field is 81%, corresponding to a minimum tariff of IDR 75,343. These findings provide a foundation for revising the fare policy to balance business sustainability.
